About attack speed of KMS

Wepon attack speed formula
(10 + x) / 16
x: weapon attack speed value.

skill delay = (10 + x) / 16 * normal skill delay


On KMS, a frame is 30ms.
So, skill A which is 100ms delay and skill B which is 110ms delay have same 4 frames.
